The Hubbub Group Ltd, trading as AssetHUB, has been appointed as prime contractor to the West of England Mayoral Combined Authority (WECA) to lead a regional programme transforming underground duct, chamber and fibre-route data across Bristol City Council, Bath & North East Somerset, and South Gloucestershire Council.
AssetHUB leads a specialist consortium alongside AtkinsRéalis, which brings legacy utility data digitisation and GIS transformation expertise, and Digpro, which provides GIS schema design and Digital Twin transformation capability. Together, the consortium will build a confidence-scored regional evidence base for underground infrastructure assets across all three authorities.
The programme will see legacy and dispersed records transformed into a consistent, GIS-ready regional data schema, supported by network analysis to identify priority locations for future survey and infrastructure planning. The consortium will also deliver advisory guidance covering commercialisation readiness, governance and stewardship, and third-party occupancy response.
“Public sector duct and fibre assets are one of the most under-used resources in UK digital infrastructure. This project puts the West of England in a strong position – not just to manage its own assets better, but to engage with the wider telecoms industry on its own terms when the time is right,” said Rob Leenderts, CEO of The Hubbub Group and AssetHUB.
“This project will give Bath & North East Somerset, Bristol and South Gloucestershire a shared, consistent picture of their underground assets across the West of England. By working together, we’re building a more complete regional evidence base – one that will support better infrastructure planning and help us make the informed decisions on digital connectivity that underpin the region’s growth ambitions,” said John Wilkinson, Director of Place, West of England Mayoral Combined Authority.
